"Community Action Program of East Central Oregon (CAPECO) was incorporated in October 1987 and serves Umatilla, Morrow, Gilliam, Wheeler, Sherman, Wasco, and Hood River counties.
Assisting those in need by combating the causes and conditions of poverty to enhance well-being, dignity, and justice through direct delivery of services, partnerships, and advocacy.

Project Community Connect is a growing annual Community Service event that aims to bring our local Eastern Oregon residents in contact with the important services they need, at a centralized, accessible location each year. In 2024, Project Community Connect happened in Hermiston.
The 2025 Project Community Connect event is scheduled for Friday, October 3, 2025 at the Salvation Army in Pendleton. Located at 150 SE Emigrant Avenue, this event promises to be a valuable opportunity to reach and serve those in need from our local communities.

CAPECO Housing Stability staff was there to provide valuable information and resources to all who needed it, in many forms. Included, were vital services such as Homeless resources, access to free food at the local food banks, mental health counseling services, addiction recovery resources, CAPECO's Energy Assistance, the Eviction Prevention Program, Responsible Renter education (Rent Well classes), free haircuts, food bags, and much more!
